Hi mate, you would have to set download limits to IP Address, but those global download limits would apply to everyone.

You could either set up a User Role Download Limit (under the Users admin menu) and create a different download limit or set to unlimited downloads, for each role you want to be different from the global limit settings.

So you set the global download limits like shown here (but set it to IP Address, not User ID):

Then create user role download limits as shown in this screen:

If you're using WooCommerce Memberships you can also create download limits for members, shown here:
