I am confused and the download limit has failed.

Download Allowance: 1
Product Allowance: Unlimited
Downloads are not restricted at all, I can download multiple products and download them unlimitedly.

Did you set the option "Only show the button to logged in users" on the general settings page?
Yes, it has been chosen.
What are the rest of your limit settings, and have you changed any limit settings for specific membership plans?

Download Allowance: 1
Product Allowance: Unlimited
These restrictions worked again, but I didn't do anything. It has exceeded the limit many times.
Go into your free download logs and delete all of the records there. That will reset the counts, then try downloading again.
